Talks between Hamas and Fatah Resumed in Cairo
Through intermediary of Egypt on September 29, 2009 the talks resumption is expected in Cairo concerning negotiation of controversy between the Palestinian authority of the Gaza Strip and the West Bank of the Jordan River (WBJR), as reported by the Egyptian Al-Ahram weekly.
The delegation of the Gaza Strip is headed by Khalid Mashaal, the leader of Hamas, who had presented Egyptians the day before an official reply of Hamas to the Egyptians’ proposals to settle split between Palestinians. Cairo has also received and examined a message from social and other organizations, functioning at WBJR.
On the declaration of one of the influential leaders of Hamas, Ismail Redvan, the present, seventh in succession stage of inter-Palestinian talks has real chances to reach a positive result. In its latest initiatives Egypt's authority agreed to the wish of the Gaza Strip’s current authorities and raised a number of important clarifications in the agenda of the talks.
Particularly, in its proposals the Egyptian party guarantees the simultaneous complete reorganization of the Palestinian security bodies in the Gaza Strip and in the West Bank of the Jordan River. The Hamas leadership insisted on this term during previous six stages of talks, considering it as the most important for the beginning of the unifying process.
The document also takes into account Hamas’ requirement to hold general parliamentary election and that of executive body of the National Palestinian Autonomous Territories after the split settlement. Hamas’ term for liberation of political prisoners held in prisons in the WBJR territory was taken into account.
Ismail Redvan called the Palestinian administration to early restoration of Palestinian unity and not to rely on assistance from abroad in this matter after the failure of the consultations held in September in New York between Palestinian President Mahmoud Abbas and Prime Minister of Israel, Benjamin Netanyahu through intermediary of the US President Barack Obama.
In turn, the functioning on the territory of WBJR numerous social and political Palestinian organizations submitted their proposals to Cairo too. The document draws attention to the difficult and tragic situation of the population in the Gaza Strip and points out the needs for a wide dialogue organization in partnership with representatives of all Palestinian political and social movements.
